Competency-Based Training and Assessment (CBTA)
The relevant regulations are the dangerous goods regulations in Annex 18 of the Convention on International Civil Aviation including the "Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO T.I.) Doc 9284" issued by the International Civil Aviation Organization (ICAO), according to Regulation (EU) No. 965/2012 applicable version for aircraft operators and authorities and according to § 2 GGBG mandatory for the other parties involved.
The persons involved in the transport of dangerous goods in civil aviation must be trained in accordance with the relevant regulations, also according to the new objective of competence-based training and assessment.
The need for training is determined by the employer (together with the training provider) by means of an analysis of the tasks and responsibilities of the person involved and can be covered by means of "standardized training" if in accordance with the ICAO Adapted Task Lists for Certain Well-Defined Functions of the persons involved.
A prerequisite for the implementation of standardized training is congruence of its content with the individual training needs analysis for the necessary competence of the person concerned. Minor deviations are permissible.
For the duration of the course, the time estimates - as shown below - would basically have to be taken into account.
Standardized training programs are reviewed by Austro Control GmbH and approved by notice.
If the training needs analysis confirmed by the employer shows a massive deviation from the clearly defined functions, a tailor-made training for the necessary competence of the person involved has to be created. Details and guidance can be found in ICAO Doc 10147 (Guidance on a Competency-based Approach to Dangerous Goods Training and Assessment) or the Guide to Dangerous Goods Training, Competency-based Training and Assessment Approach, Issue 1, 2023, which was published by IATA.
Since the content and methods for customized courses must be created according to the individual needs analysis, a general specification of time approaches as well as regulatory recognition for this seems unsuitable. Instead, reports should be made to Austro Control GmbH as pictured below in order to be able to check the conformity of the needs analysis with the training carried out as well as its effectiveness. (This does not apply to training for the personnel of aircraft operators, which in any case requires approval).
Contemporary electronic-based instructional tools and methods require ensuring proper delivery of training, scheduled assessment, and ensuring personal, active, and verifiable attendance.
